Cut off - you stop the person when they are speaking and keeps on talking.
Interrupt - you stop the person when they are speaking and then stop talking

Cut off - you don't let the other person finish.
"Mary cut John off in the middle of his talk and starting talking about her science project."
"Sorry, I kept cutting you off. I will let you finish."
Interrupt - you stop them for a little bit, and then they keep doing what they were doing before.
"Mary interrupts John in the middle of his graduation speech because her phone rang. "
