I have no idea how to translate this but it probably involves 'llegar' ;)
It means that a problem or situation has been developing for some time, and now we are seeing some major consequence of that.
For example, watching the riot in the US capitol, it would make sense to say "So this is what it's come to"; we have put up with 4 years of Trump insanity, and this is what it has come to, an armed insurrection in the heart of the country's political system.
