Only "if you have been experiencing problems streaming" works.
An alternative would be "... problems with streaming".
"to stream", "for stream" is not correct.

"If you have been experiencing problems streaming ..." is fine.
The other two sentences are not usable.
The preposition you need is; 'with'.
"If you have been experiencing problems with streaming ..."
As you can see from you first sentence, the preposition, 'with' is not really necessary in any case.

Normalmente en inglés cuando un verbo toma el papel de sustantivo, está bien usar el gerunido en vez del infinitivo. A veces, los dos sirven pero la forma 'to X' en vez de 'Xing' suena un *poquito* más formal. Que yo sepa, no hay ningún patron, es una cuestión de memorizar la manera en que se usa cada verbo. Tenemos el mismo problema con el 'se' de espanõl, jaja ;)
I like swimming = I like to swim; las dos suenan bien, 9/10 diríamos 'swimming'
Reading is boring = To read is boring; las dos, sí, pero 99.99/100 'reading'
I had problems driving in Spain. En este caso 'I had problems to drive' no funciona.
I don't like swimming. 'I don't like to swim' está bien pero otra vez ... prefiero la primera.
Es muy común en inglés (tanto como en español) usar 'voy a', 'tengo que', 'deseo', 'esperar' etc. con el infinitivo y en este caso *siempre* usamos la forma "TO x".
I am going to read.
I have to read.
I want to read.
I hope to read.
