the sentence is : I can speak english "even if" I never lived in a english-speaking country
is this "even if" replaceable with "even though"?

EVEN IF = about something that might happen, but has not yet happened
EVEN THOUGH = about something that has happened, or about something that is true.
I can speak English EVEN THOUGH I have never lived in an English-speaking country = correct

I’d say both are natural, and while ‘though’ is like ‘but/however’ and ‘if’ is, well, ‘if,’ the phrases ‘even though’ and ‘even if’ are pretty much synonymous. I would say the first one though, purely because it rolls off the tongue much easier, but that may be just me—both are natural!
