Technically there's no difference. Surgery is a general term, while operation is the actual procedure.
e.g. In a brain surgery, the surgeon can perform multiple operations to finish the surgery.
in day-to-day use there's no difference both can be used interchangeably

1) The doctor will operate (do surgery) on him.
2) The doctor will start doing surgery.
In this context, "operation" means "surgical procedure."
