These are all post-high school levels. Through high school, education is free in the US.
Since you refer to demographics, I think these are what you are looking at:
College-someone who has attended college or university, working towards a bachelor’s degree, but may not have graduated yet.
Graduate-someone who has earned a bachelor’s degree.
Post-graduate-someone who is seeking a higher degree after completing a bachelor’s degree. This is usually called a master’s degree but there are exceptions.
Doctorate is typically the highest degree earned in one’s field. It is not only for a medical doctor, but is often the level of education of university professors, researchers, and such.
If you have more context from the graph I could give you a more clear answer. These can have different distinctions that depend on what you are looking at.

That’s very confusing how they don’t have the education levels in order. Usually you would see something from low to high or from high to low. So it would go from high school as lowest to doctorate as highest. Unknown would probably be at the end, while uneducated should probably be first and say “less than high school graduate.”
