Actually, it's more like someone is being given to someone else. I'll put some examples below.
1."My friend broke the law, so I gave him up to the police."
2. "The thief tried hiding in the crowd to escape, but they gave him up."

Hello!
The first sentence, "I gave up him", isn't really a natural sounding sentence. You could say, "I gave him up", which is more natural.
"I gave him up" = a person was given to the authorities, handed over, betrayed.
"I gave up on him" = you no longer support, have hope for, or believe in a person.
