token white friend= the only white friend (often this meaning is implied: "just for show", just for the sake of appearances.)
Sometimes people will say they are not racist because they have a "(Asian, Black, non-white etc) friend". In this sense, that friend is there just to make it appear that that person is not racist. (eg token Asian friend, token Black friend)
I think he's making a joke, because having a "token white friend" is not really typical :>

@MinoruT This is kind of a joke. Usually, we say, “token black person.”
For example, if a committee (委員会) has only one 黒人委員 (black committee member)、then a “token black committee member” is a お飾りの黒人委員。これは通常、差別に配慮しているように見せるためですが、この場合は冗談ですので、「黒人」の代わりに、逆に「白人」になりますね。そしてバイデン氏はオバマ氏の前副大統領で、いわゆる「友達」になります。ですので、”token black committee member”の代わりに”token white friend”になりますね。
