この文は主語が省略されています。
日本語では主語が省略されることがよくあります。
また、「読みかけた」は「読む」という動詞の連用形である「読み」に「途中まで〜する」という意味の動詞である「かける」の過去形である「かけた」を組み合わせたものです。
つまり、
“（だれかが、）その本を途中まで読んだ”
ということです。
以下の二つの場合の「読みかけ」とは読まれている途中の状態だということを表す形容詞です。

現在の形で書かれていますので、
“（今、）その本は読まれている途中の状態である”
ということです。
『その本は読みかけだった』
過去の形で書かれていますので、

The first one is somewhat unnatural. Maybe "その本を読みかけた"? That might mean that someone could read or tried to read the book but didn't read it.
The second one means that someone is reading or stop reading the book and hasn't finished yet.
The third one is the past tense of the second one.
