In this story, we already know that the industrious little red hen carries her sewing kit. So the author shortened the number of words. Snip, snip, was placed first to emphasize the action. In a children’s story of few words, each word must be carefully chosen to make the most impact with the fewest words. Snip, snip, went red hen is an amazing phrase, because in that unusual format only five words get us a complete picture in our minds of a little chicken in a funny sack, freeing herself, because she is always prepared.

Snip, snip is the sound scissors make. It is the cutting that scissors do.
Red Hen used her scissors to cut a hole in the bag so she could escape.
I used my scissors to snip off the itchy tag.
I snipped off the itchy tag.
I got my scissors and snip, off came the tag!
Snip! Off came that itchy tag!
I will get my scissors and snip that itchy tag.
One snip and the tag was off!

Perhaps you are asking about the use of went. Went is related to go.

The dog went woof, woof
The cat went Meow, meow
The scissors went snip, snip
The car went vroom, vroom

Up went the hot air balloon!
Snap, snap, snap, went the firecrackers.
Down the slide came the boy.
This format, although not typical, is used to emphasize whatever comes first.
If you switched the order and said the boy came down the slide, that would be normal, but would emphasize the boy, not the movement of the boy!
In my mind I can hear a parent, when their child fell, say, “Down he went!” And then helping him up.
Or when picking up a child, saying, “Up she comes!”
Or when helping the child to climb the steps, saying, “Up she goes!”
