I learned a lot of skills. = past tense. This happened in the past.
I've learnt a lot of skills = past perfect. This happened in the past and that fact [having learnt a lot of skills] has some connection to a present situation.

• I learned to drive a car in 1975.
I've = I have
learnt = learned = past tens of "to learn" … learnt, I believe, is more common in England than the U.S.
