A country which has an anti-homophobic policy and whose laws target homosexuals and try to curb its spread.
Examples of such policies include, but not limited to:
1) cracking down on homosexual parades
2) censoring content which could be considered pro-homosexuality on tv or internet
3) not letting people of homosexual orientation hold administrative positions
4) introducing various anti-homosexual Educational programs in public schools
5) When a particular government supports various anti-homosexual groups or conservative groups advocating against homosexuality. Whether financially or covertly

Homophobic refers to those who are not supportive of the lgbtq+ plus community. In regards to a country being a homophobic, it could be referring to the country’s laws and/or the general views of the people towards this community.
