They kind of mean the same thing but there is a slight difference.

Rinse = you just put water on and wash it.
example: "Could you rinse the dishes?"

Rinse off = you rinse something specifically off.
example:
"Can you rinse off the sauce on the plate?"
Or
"Could you rinse the sauce off the plate?"

"rinse off" implies the water will be on the outside of an object.
"I rinsed off the apple" vs. "I rinsed out the glass" (the water is inside the glass) or "I rinsed the pasta" (the water is going through the pasta)

As far as I know, they both have a similar meaning.
1. Rinse is used where u want to mention that you are washing something. For example: ‘rinse your mouth with cold water’ which just means to have water in your mouth and to wash it.
2. Rinse off is to wash off a particular residue or dirt from something. For Eg: ‘rinse off the soap from your plate’ which literally means to wash off the soap from the plate
