To be honest, kerchief isn't that popular of a word. Usually that part of clothing seems to be called either "a scarf" or "a shawl" (in some cases also "a bandana".)
The meaning is similar in all cases - you can wear a scarf on your head, as well as around your neck. The same applies to a kerchief. One difference I could imagine is the size - as scarves / shawls are usually a little longer, while kerchiefs have a shape of a small square or a rectangle.
