@dongelev85 thank you! So, the reason for preferring “as is” to “as it is” is that the writer wanted it to sound as if the presidency were the product in a retail store. Am I right?

@Fougnat Not the presidency, but the rules that surround it. The article is saying that the rules are flawed or damaged.
