"If you take small steps to learn English, you will learn" is correct. If you need to use "to" and "learning" you have to add something else. Example: "If you take small steps to keep learning English, you will learn"

@reyespaulino973 the first sentence, you used the preposition "to" followed by a noun
Whereas the second one, the same preposition is followed by a verb
So both is correct, because they provide the same meaning
