I believe you can use either depending on the meaning you’re trying to convey~
“Tom wants to wake up to the alarm” sounds like Tom wants to wake up to the sound of the alarm in the morning. Another example using it this way is “Tom wants to wake up to the sound of the doorbell”
“Tom wants to wake up at the alarm” sounds like Tom wants to wake up at the time the alarm is set for. An example of using it this way would be “Tom wants to wake up at 7 o’clock”
