Foils/hydrofoils are essentially vertical wings on the bottom of the boat that lift it up and reduce drag on the hull allowing the boat to move faster. However that sailboat doesn't look to be very advanced. It's quite possible foils is used in a related but different context that's specific to sailing vernacular.
