yes. me too and me neither is quite common to say. but they don't have exactly the same meaning. me too is you in agreement with someone over something you can relate to, and me neither is you in agreement with someone over something or someone you disagree with.
A - i had braces in 7th grade. it was the worst.
A- omg, me too.
A - i never liked him.
B - me neither
