In the first one, you're just asking if the person is stressed out, while in the second one, you're asking WHAT made them feel like this. The word *made* changes the purpose of the question, because it comes from *make* but it's in past tense.

Yes, but "makes" is talking about the present, so that's what makes it different from the previous one.
Also, it would be more natural if you spelled it like: "What makes you feel so stressed out?"
