It's not quite the same as "as we know." It's more like "as the writer/speaker wants us to believe, even if you might not agree."
Example (talking about an old movie): "The main character, we are meant to understand, is romantic and attractive. However, by modern standards, he just appears creepy." This means the movie wants us to think the main character is romantic. But the audience watching thinks otherwise.
