Do you want to go out is said when you're asking somebody to go somewhere and do something. For example, Go out to eat, Go out to play, Go out to look at things.
Do you want to go outside. Going out but side plays a part here. Out but beside wherever you are in. If there anger is sensed or someone thinks you're asking to fight (a lot of people use that when they are angered and are ready to fight but also many use it such as a kid, therapist, someone consoling another.)
Do you want to get outside sounds to me like someone is in the process of saving someone's life but they're asking for consent. In essence, it makes no sense in any other situation. And if you're saving someone don't ask for consent.
