Kind of. The most natural way to say this would be "She does not just want a bag" (or, "She doesn't just want a bag").
What she wants is not just a bag. - sounds a bit stiff. Maybe with "isn't" (What she wants isn't just a bag), it would sound a bit more natural.
What she wants is more than a bag. - sounds a bit vague.
What she wants is not limited to a bag. - sounds a bit too formal.
You can use "just" in the other two sentences too.

They now sound more natural because of the inclusion of "just".
