What does “you actually give a shit about the characters and know them and it doesn't drag as much” mean?
For context:
It's boring cuz it just pretty visuals and shit not much to it storywise just lot of symbolism stuff,Oshii's other work is for more interesting like Patlabor 2 which is political drama,it still has all the visuals and such but you actually give a shit about the characters and know them and it doesn't drag as much cuz visuals build the atmosphere for the the story,

Also, the "you actually ◯◯" part implies that ◯◯ is not the case for some other work. It also implies that ◯◯ is how the speaker thinks it should always be.
Example:
"Usually, my internet is really bad. But today, it's actually working."
"When I order pizza, it's usually cold by the time I get it. But last night, it was actually hot!" (happy)
And "drag" just means to go slow. So "the show drags" means it's slow and not much happens.
