Question about English (US)

What does Which one is grammatically correct?

‘To understanding America’ or ‘To understand America’?

My friends suggest both are right.
The first one emphasizes the action of ‘understanding’ with ‘To + noun phrase’.

But I rarely see this kind of usage......
mean?
