What does What does "hard border" and "soft border" mean when talking about the borderline of areas? And what does "natural hard border" means? I will keep writing below. mean?

I though "natural" meant river, lake, etc. to make a border but in the following sentence it doesn't look like so, because Route 291 is a man-made structure and not at all "natural". Your help woud be appreciated.
"Metro Center ends at roughly Union Station to the northwest, just before Route 291 serves as a *natural hard boundary* to the neighborhood."
