« Ça se dit » c’est le présent et on l’emploie plus pour confirmer une phrase quand on a un doute sur le fait qu’elle est juste ou non ; « Ça c’est dit » c’est le passé composé pour dire par exemple que quelqu’un avait dit quelque chose

Ça se dit : verbe "se dire" : Monologuer intérieurement, penser, avoir une idée.
Ça c'est dit : Verbe " dire " : Parler à haute voix
