You may want to say instead:
“I can’t reach him by phone.”
This sentence actually says what you are trying to say.
When we say:
“ I can’t get through to him.”
it can also mean - I can’t get him to UNDERSTAND what I’m saying.
Example:
I tried to tell him the road is closed but I can’t get through to him.
He doesn’t understand what I’m saying.

When you say: “I can’t get through to him.”
it is not clear WHY that is and WHAT the problem is.
If you want to be MORE clear you can say: “I can’t reach him by phone.”
Then your meaning is clear.
