Hi there!I'm a Chinese college student. Here is my summary and I wonder if there is anything need correction.

Three northeastern provinces are allowed to remake their population policy because of their low fertility rates in China. The low birth rates can be attributed to many aspects. For example, slow economic development forces local young people to go south for better job opportunities after their graduation and this in turn make the economy worse, which is a bad circulation. The problem was raised since 2000, but received little attention. According to experts, the situation is hard to change.
