"I'd rather you (would) explain to her why we can't go" - It is correct with the 'would' but it's also correct without the 'would'. it sounds more natural without the 'would'.

"I'd" means "i would" so it should be: I'd rather you explain to her why we can't go.

I THINK they want 4 and it's a case of British lingo. It sounds wrong still. 1 is a repetitive "would." 3. doesn't need the "to." 2. Might be, but I think the past tense is wrong. 4- because it hasn't happened yet. I'd rather you will do it.
