What is the difference between a. Our new secretary is kind of a tough customer.
and b. Our new secretary is kind of tough customer. ?Feel free to just provide example sentences.

I found a on an online dictionary, but I think I heard b was correct. Or, is there any case in which "a noun" can be used after "kind of"?
