It sounds pretty good.
When I read it, the question that popped up for me is: skepticism about what exactly? Do they think the cooperation has a sinister motivation? A dishonorable basis? A bad philosophy? Unrighteous actions? It is not really conveyed in the sentence. Maybe you elaborate on this elsewhere.
Also, it may just be personal preference, but I would whittle "when it comes to" down to "about" or "regarding".

Um how about "some anti-U.S. civic groups strongly oppose the alliance between the two countries." ? I couldn't find other reasons in Korean text whey those groups are opposing the two country's cooperation. They are "Anti-U.S." groups.
Btw, "when it comes to" is always exchangable with "regarding" or "about"?

When it comes to "When it comes to", it can usually be substituted for about, regarding, as to, etcetera.

I don't want to it can ALWAYS be exchanged with these others...but often yes.
A very common use is this form:
When it comes to alcohol, soju is the best.
