Question about English (US)

What is the difference between They didn't buy new clothes.
Jessie didn't make cookies.
Do we need salt?
and They didn't buy any new clothes.
Jessie didn't make any cookies.
Do we need any salt?
?Feel free to just provide example sentences.

What does the pronoun "any" express? I've seen the explanation of the difference between "I don't have money" and "I don't have any money" in whch the first sentence implies the lack of money in general (you don't have money at all and you can't afford to buy different things) and the second one shows the person got money, he or she ain't a poor man but there's nothing in his / her pocket at this very moment. However I'm not sure whether this explanation is applicable to all the examples mentioned above or not.
