Residents were concerned about increased traffic and understandably so, considering the size of the housing project approved for their suburb.

In this sentence, why is “understandably so” there? I’d like to know whether I can rewrite it as “Residents were understandably concerned ~” or not. If not, please explain the reason and the difference between the two sentences.
