「努力(を)する」
= 努力(名詞) + を(省略) + する(動詞)
このように考えることができるので、問題ないのです。

近いですが、「驚くほど多い量の努力」という印象です。
「必死に努力する」は努力している人が辛い思いをしている印象がありますが、「半端ない努力」はその努力を見ている他人が「驚くほど多い」と判断している気がします。
