Hey cheer up means when a person is feeling down/sad. A friend/family/stranger may say this phrase inorder to help them be in a better spirit/mood .
For ex: Me: I didn't get the promotion at work :(
You: Hey cheer up! there will be more opportunities in the future!
Hey look up is pretty much like hey cheer up.
For ex: hey look up, they'll be better days.
Hey look up, at least nothing was destroyed in the storm.
these examples are all interchangeable
