You would use “there is” in this case, not the conjunction.

Because I was thinking normally we have an adjective right after “the” in this sentence, right? But we may also have a sentence for example... the more I study these species, the more they look fascinating. / the more I ask him not to call me, the more he calls me.
So the more pollution there is in the air would be correct because it’s a sentence like in the other examples, right? Although there’s a noun right after “the”, it’s actually a sentence not just a noun.
