“I’m over the moon” is generally used after something has happened. “I’m really excited” is used before the event or in anticipation.
“ My crush just talked to me! I’m over the moon!”
“Summer vacation starts next week. I’m really excited!”

I’m over the moon is an idiom and is a bit more extreme (but it generally means the same thing). I’m so excited is more common. You rarely hear people say I’m over the moon on a day to day basis.
