We are implementing additional steps that will solve the gas problem, while other states are still pondering solutions, we have real answers.

@HDGD Further sounds even better than additional, it clouds the amount of steps, between 1 and 3, in the mind. Also, it is shorter, and the less words spoken, the better (most not all cases).

@HDGD 'We're' is a contraction, which you should try to stay away from starting sentences with, 'gonna' is slang for going to. Your original sentence that you posted, should be corrected into.-
We are going to take one more step to solve the gas problem, while other states can't do anything about it.
This is, naturally, correct. However, it insinuates a sense of anger at the other states, especially if the speaker mistakenly uses the wrong tone of voice, on the 'other states can't do anything' or, just 'anything'. Tone is so important in English, especially when making an official address.
In the natural translation i enhanced above, i did 'will' instead of 'are', because 'will' enhances the feeling of ownership of the problem, and the ability to take command of it, unto the listener. I then added 'can't instead of 'cannot', because a contraction is less formal (as to sound friendly to the other states), and it is also short, quick, and a 1 syllable word. 2 syllable words can get you in trouble with tone. If you emphasize, canNOT or CANnot, both sound menacing, which you do not want, or maybe you do, depending on situation. I shall assume the first scenario, out of the two above.
I also listed what i like to call 'professional command level', and here is what i mean by that phrase. If you are a government official, or a President, Prime Minister, Chairman, etc., that is how i would have worded it. I did not mean to say your command of the language was wrong, or even inferior to mine, that was not my intent. :)

Sidebar- Voice inflection on certain syllables or words in the English language give them alternative meaning, that speaks to the brain through tones. Like a musical instrument, the notes play a melody of happiness, sadness, anger, etc etc. This is true for all humans, all languages, most particularly the English language (in my opinion).
