Fairly natural, however there are a few grammar mistakes and needs a little more punctuation. The correct way to say this sentence would be:
"That area is close to Knowledge City, it's newly planned as a development zone and there was a mountain there, which has been razed to the ground."

@Shawnzym Hi, I would just change it a little, to say:
“That area is close to Knowledge City. It’s a recently planned development zone, and they’ve been razing the mountains there to the ground.”
