for example: Shall we go to the park? = Do you want to go to the park?

They mean exactly the same thing. They are about equally common in the UK. "Shall" is less common in the USA, so in the USA "shall" sounds more formal.

@mgrand Then both sentences, "I will go to the park" and "I shall go to the park" mean the same thing? (future?) and using shall is common as well as using will in the UK? (formal in USA)
