The tipping point is used when it has hit a point of overwhelming odds against something. (The tipping point of the game was when they scored the last point giving them a 5 point lead with 2 minutes left.)
The turning point is when something starts to go bad or good. (The turning point of the game was when in the 3rd quarter they got a 2 point lead.)
Both can be used to show a positive or negative.
