I think it's okay to use the present perfect because they are referencing a non-specific time and they are probably focusing on the present result of Hemingway's words. Sure, you could just use the present simple "Hemingway said that he felt blocked as a novelist after.." and I would probably do that, but the 'has' is acceptable here for the 2 reasons I mentioned above.

@Semyon_ said is also possible but generally after said(simple past) you specify a time, such as last month, yesterday, in 1950 etc. As for present perfect, you don't specify a time.
(I'd be glad if a native would confirm)
