1. Anything (people, animals, objects, etc) can "help." Usually only people can "help out."
2. "Help out" generally refers to the act of helping. It doesn't specify what a person helped to do.
3. Usually you can replace "help out" with "help," but you cannot replace "help" with "help out."

"Can you help me (do something)?" = Correct
"Can you help me out (do something)?" = Wrong
「お手伝いできることがあれば、お知らせください。」
"Let me know if you need me to help out" = Correct
