I guess it comes from the idea of living in the country side and then going into the town, where there is more to do, faster pace, and places are open later. And, like a party where you can live it up more.
Where someone doesn't hold back and goes about things with gusto.
He really went to town on the other team.
Just go to town when you start at the new company, so that you really show then what you can do.
She really went to town renovating her new place. It looks fantastic.
