What are the forms used for negative verb and adjective with 過ぎる ?

In lessons, I already past through the following construction :
- vb(ない) - い + さ + 過ぎる
- adj(い) ending with ない - い + さ + 過ぎる

For others, what is the forme used ? :
- adj(な) + ではない - い + さ + 過ぎる
- adj(い) + い + くない - い + さ + 過ぎる

Should the verb/adj in negative form always be in neutral and present tense ?
