Had worked and could work both work.
Had worked out meaning it did not go the way you wanted it (as in it has already happened). You would really only say this if someone really terrible happens.
Could work out meaning you know it won’t go the way you want to it to, but it hasn’t exactly happened yet.
You can also use could’ve worked out to say the same thing as had worked out
