Question about English (US)

I can’t distinguish
“He expected to meet no one at that hour,” in this paragraph and
“He expected to meet no one at that time ,”
in meaning and nuance.

Can I replace
“He expected to meet no one at that hour,” with
“He expected to meet no one at that time ,”
maintaining the meaning and nuance?

Could you please explain it to me?

Note:
This passage comes from
“A young man bent on a career “of
PART1 Book2
“An fortunate gathering “:
“The Brothers Karamazov “ by Dostoyevsky
