What does Peter has two brothers, but he doesn't speak to ___ of them mean?

So, the test had these variants of answer: either, neither, any, both. It's understandable why both "neither" and "both" don't fir the answer. I also get it why "either" is the correct answer, as it's told all over Intertent. However, I cant really understand why "any" cannot be a possible answer.
