You can say it just like that. I personally say "Are we still gonna (going to) hang out tomorrow?" but that's just my personal preference.

Oh, you can answer any way you want yes or no. For example you could say "Yes, I'm still up for it." or "Sorry, something came up and I can't anymore."

@C_Sunberg sorry about the confusion, but can you look at the sentence that I wrote on B? (Which is ごめんそれ決まったと思ってなかった)

Oh, sorry about that. I overlooked it. Sometimes a question will be posted in both English and the original language, but in this case A was in English and B was in Japanese, so that must have been why I missed it. Sorry 😳.
I think your answer is well put. I would say, "I'm sorry, but I don't think we have made plans to hang out tomorrow." Or if you don't want to hang out you can make an excuse and say "Sorry I can't. I will be busy tomorrow."
If you do want to hang out and you haven't made plans you can respond to the affirmative anyway and they should be able to continue to guide the conversation from there.
